devTools can be downloaded as runnable jar.
Release 1.1 (currently stable release): devtools-1.1.jar
Release 1.2:
Latest Snapshot Version (1.2-SNAPSHOT): download
(only accessible with valid login, as soon as TeamCity supports guest logins better, this will be available for everyone).
To run simply type
java -jar devtools-1.1-all.jar
It is helpful to create a small start script to launch devTools from the command line.
